
The central government has taken action to ban the importation, breeding, and sale of several aggressive dog breeds, including Rottweilers, Pitbulls, Terriers, Wolf dogs, and Mastiffs, following a spate of deadly attacks. Local authorities are urged to withhold licenses or permits for the sale and breeding of these dogs.
This decision follows the submission of a report by a committee of experts and animal welfare organizations, convened in response to an order from the Delhi High Court. The Department of Animal Husbandry and Dairying stresses the necessity for immediate measures, stating that dogs of these specified breeds kept as pets will undergo sterilization to prevent further breeding.
In addition to commonly known Bandogs, the restricted breeds include a wide range such as Rottweilers, Terriers, Pitbull Terriers, Dogo Argentinos, and others. The directive emphasizes that local bodies may issue implementation guidelines, emphasizing compliance with the Delhi High Court’s order and addressing concerns from citizens and animal welfare groups.
The Delhi High Court, in its ruling on December 6, 2023, instructed the government to expedite its decision-making process in consultation with all stakeholders, ideally within three months. Moreover, the government calls upon states to ensure enforcement of the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules 2017 and the Prevention of Cruelty to Animals (Pet Shop) Rules 2018 by local bodies and state animal welfare boards.
